Benchmark Assessment Report. September 2007.
- "This report is submitted consistent with Section 1314 of the U.S. Troop Readiness, Veterans' Care, Katrina Recovery, and Iraq Accountability Appropriations Act, 2007 (Public Law 110-28) (the “Act”). It includes an assessment of how the sovereign Government of Iraq is performing in its efforts to achieve a series of specific benchmarks contained in the Act, as well as any adjustments to strategy that may be
warranted in light of that performance. This is the second of two reports to be submitted consistent with the Act and has been prepared in consultation with the Secretaries of State and Defense; Commander, Multi-National Force-Iraq; the United States Ambassador to Iraq; and the Commander, United States Central Command, consistent with Section 1314(b)(2)(B) of the Act. This assessment complements other reports and information about Iraq provided to the Congress and is not intended as a single source of all information about the combined efforts or the future strategy of the United States, its Coalition Partners, or Iraq."

Report of the Independent Commission on the Security Forces of Iraq. September 2007.
- "As required by the legislation, our report addresses the readiness of the Iraqi Security Forces to assume responsibility for maintaining the territorial integrity of Iraq, their ability to deny international terrorists safe haven, their ability to bring greater security to Iraq's 18 provinces in the next 12 to 18 months, and their ability to bring an end to sectarian violence to achieve national reconciliation. In addition, the Commission was tasked with an assessment of ISF capabilities in the areas of training, equipment, command, control, intelligence, and logistics. Finally, we were asked to consider whether, after several years of training, equipping, and mentoring by Coalition forces, continued support would contribute to the readiness of the ISF to defend its territorial integrity, prevent Iraq from becoming a safe haven for terrorists, increase security throughout the nation, and end sectarian violence."

Iraq's Insurgency and Civil Violence: Developments through late August 2007. August 2007.
- The report examines the correlation of the US 'surge' attempt, the performance of Iraqi Security Forces, and the rise in tribal and sectarian extremism in relation to the level of violence in Iraq. The report gives a detailed account of regional developments, changes in the insurgency, post-conflict reconstruction and aid, and the effects of ongoing violence on the Iraqi people. In addition, the report also covers aspects relating to the support provided by outside governments to Iraqi insurgents in the forms of arms and sophisticated weapons.

- The mission of the North Atlantic Treaty Organization (NATO) in Afghanistan is seen as a test of the alliance's political will and military capabilities. The allies are seeking to create a “new” NATO, able to go beyond the European theater and combat new threats such as terrorism and the proliferation of weapons of mass destruction. Afghanistan is NATO's first “out-of-area” mission beyond Europe. The purpose of the mission is the stabilization and reconstruction of Afghanistan."

- "Since 2003, the United States has provided about $19.2 billion to develop Iraqi security forces. DOD recently requested an additional $2 billion to continue this effort... This report (1) examines the property accountability procedures DOD and MNF-I applied to the U.S. train-and-equip program for Iraq and (2) assesses whether DOD and MNF-I can account for the U.S.-funded equipment issued to the Iraqi security forces."

Afghanistan: Post-War Governance, Security, and U.S. Policy. June 2007.
- "Afghanistan's political transition was completed with the convening of a parliament in December 2005, but since 2006 insurgent threats to Afghanistan's government have escalated to the point that some experts question the prospects for stabilizing Afghanistan." This CRS report provides a brief history of Afghanistan under the rule of several regimes dating back to 1747. It explains the fragile state of the fledgling government as well as the internal and external hindrances to the democracy.

- "According to the Administration's 'National Security Strategy' document released on March 16, 2006, the United States 'may face no greater challenge from a single country than Iran.' That perception continues, generated primarily by Iran's developing nuclear program and intensified by Iran's military assistance to Shiite armed groups in Iraq and to Lebanese Hezbollah. U.S. officials also accuse Iran of refusing to bring to justice several senior Al Qaeda activists in Iran. In part to direct regional attention to that view but also to engage Iran on an Iraq solution, the Administration attended regional conferences on Iraq on March 10, 2007, and May 3-4, 2007, both attended by Iran (and Syria), and subsequently held a bilateral meeting with Iran in Baghdad on May 28."
