Common Chemicals as Precursors of Improvised Explosive Devices: The Challenges of Defeating Domestic Terrorism.

This thesis, by James I. Rostberg, discusses "various options, policies and procedures to ascertain which would be most appropriate to defeat explosives manufactured from common chemicals. Options include removing, restricting, and tracking certain chemicals available to the public as well as increasing awareness to emergency responders and the public. State and federal legislation pertaining to methamphetamine laboratories is analyzed to identify potential crossover legislation to counter explosives manufacture. Intelligence gathering and information sharing technologies and procedures are assessed for effectiveness as law enforcement tools."

This report is a precursor to the Department of State's Patterns of Global Terrorism reports. The report discusses terrorism trends during 1979 finding that "most patterns of international terrorist behavior recorded in 1978 continued into 1979: attacks on diplomatic and business facilities, simplicity in operations, and a preference for targets in industrialized democracies. The number of attacks declined worldwide, however, as did the number and proportion of attacks against US citizens. Several terrorist groups stepped up their operations, however, to publicize their respective causes. Intergovernmental cooperation in combating terrorism was spearheaded by a West European agreement on extradition and prosecution and by the passage of a UN convention against the taking of hostages."
