Islamist Terrorism in Northwest Africa: A 'Thorn in the Neck' for the United States? February 2007.
- This paper analyzes the terrorist threat in Northwest Africa. Specificially that of Islamic terrorism, and its implications on American counter-terrorism policies. It concentrates on what the United States can do to aid local governments to control and confront terrorist groups in their own countries. It analyzes the correlations between foreign Islamic fundamentalist groups and local African Islamic groups, primarily Al-Qaeda's relationship with Algeria-based Salafist Group for Preaching and Combat (GSPC).

- This report discusses four acts of Congress dealing with the issue of torture: The Detainee Treatment Act (DTA), Pandemic Influenza Act, 2006 (P.L. 109-148), the National Defense Authorization Act for FY2006 (P.L. 109-163), which contain a provision prohibiting “cruel, inhuman and degrading treatment or punishment of persons under the detention, custody, or control of the United States Government”, and the Military Commissions Act of 2006 (P.L. 109-366).
