Major General Joe P. Morgan, a graduate of the U.S. Naval Academy, Annapolis, Maryland, was assigned to the USAF as Deputy of Strategic Forces, where he was responsible for the research development and test and evaluation of all strategic bomber and intercontinental ballistic missile programs. He was also Director of Space Systems and Command Central Communication, which included responsibility of Department of Defense activities related to the space shuttle as well as research, development, and acquisition of Air Force satellites and strategic and tactical command, control, and communication systems.
He was the Executive Director of quality assurance at the Defense Logistics Agency headquarters where he developed and implemented policies, programs, and procedures (national in scope), which had a dramatic impact on the quality of material procured for the Department of Defense. For his leadership and vision, the Secretary of Defense awarded him the Defense Superior Service medal.
General Morgan was awarded a Master of Science degree from George Washington University, Washington, D.C., in September 1965.
