In a report prepared exclusively for MIPT, former United Nations Counterterrorism Chief Alex P. Schmid discusses the challenges of global energy security. Schmid, currently head of the Scotland’s St. Andrew’s Center for the Study of Terrorism and Political Violence, offers effective short-term solutions even as he explains the allure of energy system attacks and the continuing threat of “small deed – large consequence” actions.

We cannot sensibly discuss the War on Terrorism until we understand something about terrorism. We need to know that the global war on terrorism is really:
  • A geo-strategic struggle around the Persian Gulf, which overlaps with;  
  • A struggle for control of or access to oil and gas, which overlaps in its own turn;  
  • A war between secular governments of many types and Islamic Extremists.

Are You Ready?

Global acts of terrorism and the interrelated nature of radical Islamic fundamentalism have created a borderless network of highly motivated adversaries who act unpredictably and with increasing levels of ferocity.

 

The increasing sophistication of criminal enterprises and their wedding of technology with innovative operational models and alliances have also presented law enforcement with new and complex challenges.  These realities require a new level of flexibility and responsiveness within the law enforcement community.

 

Knowing the cycles of change and the implications of each on your department or business is significant.

 

There are six stages in the cycle:

 

Stage 1 – Loss: Employees admit to themselves that, whether or not they perceive the change to be good or "bad," there will be a sense of loss of what “was.”

 

Solution – Communicate frequently with employees, recognizing their sense of loss and validating it as legitimate, while focusing upon the future of the organization and the value of the change.
